Register state refresh request

This endpoint registers State Refresh request.
For a given chain and state kinds, it will mark all balances that belong to the listed addresses as stale.This is an asynchronous request. Generic state fetcher jobs will eventually update stale states. To enable progress tracking, the total number of stale states at the moment of the request execution is returned.
