Create an ICP follow request

https://your-protect-instance.example.com/api/rest/v1/requests/outgoing/icp/follow

This endpoint creates a request that will set the followees for the given address and topic

neuronWhitelistedAddressIds
array of strings

A list of whitelisted ids of neurons to follow. If missing or otherwise empty, the request will remove all followees for the given topic

The topic for which we are updating the followees. Defaults to 'Unspecified'

Identifier for the request in the user's system. This must be unique. Attempting to create a request with an existing externalRequestId will do nothing and return the originally created request
