Create a DOT chill request

This endpoint creates a chill request for DOT. This will remove the nominations, hence stopping the staking. You can then nominate new validators.
Required role: RequestCreator.
This API can be made idempotent by generating an ID for the Request beforehand and passing it as the externalRequestId attribute
