Create an ICP set dissolve delay request

This endpoint creates a request that sets the dissolve delay to the requested parameter. Due to how ICP works, the delay set on-chain will be lower than the one in this parameter, depending on the length of the approval workflow. It's recommended to keep a large enough buffer of time for the request to not fail

The dissolve delay (in days) to set for the neuron. This should be larger than the currently set delay. Due to how ICP handles setting the delay, the actual on-chain delay will change depending on how long the approval workflow takes to complete

Identifier for the request in the user's system. This must be unique. Attempting to create a request with an existing externalRequestId will do nothing and return the originally created request
